The Three-North Shelterbelt project is a large-scale ecological construction project decided by the Party Central Committee and the State Council in 1978. It created the precedent for China’s forestry ecological construction and laid a solid foundation for China’s ecological construction. Ecological protection has become the basic national policy. Since the reform and opening up, the tremendous achievements made by the three and three North Industries over the past 20 years have resulted in the implementation of the Three Norths as a result of the various forestry guidelines and policies of the Party and the state.
