文章主要探讨21世纪美国大都市区所面临的挑战,各级政府与城市本身该如何协助各大都市发展与改革。大都市无法独自解决它们所面临的挑战。一个国家,其所辖各级城市,与邻近郊区都是在一个国家整体政策框架下运作的;且城市同时也面临着许多超过它们能力所及的挑战。此时所需要的便是跨联邦、州、地方,以及私人领域的全体参与者的协调合作,以协助城市建立其经济实力,扶植强壮且多元的中产阶级,并以环境可持续发展的理念成长。①
The article mainly discusses the challenges that the 21st century American metropolitan areas are facing and how governments and cities at all levels can help the development and reform of major cities. Metropolises can not alone solve the challenges they face. A country, cities at all levels under its administration, and neighboring suburbs operate within the framework of a country’s overall policy; and cities also face many challenges that exceed their capabilities. What is needed at this time is the coordinated cooperation of all the participants in the federal, state, local and private sectors to help cities build their economic strength and foster a strong and diverse middle class and to grow with the concept of environmentally sustainable development . ①
