高淳县共有人口近四十万人。自1976年开展结核病防治工作,当时由于工作目标不明确,以及人力、物力、财力的困难。仅抓了病人发现,而忽视落实治疗管理病人。1976～1977年全县通过胸透(未拍片)查出“活动性”肺结核病人3,010人。其中新发现“活动性”病人1.291人,新发现涂阳病人131人。当时对于这些病人未能实施规则化疗,任其自流。至1980年底对尚存的“活动性”病人复查时,131例涂阳病人
