据福建省工程项目执法检查统计,1996年在建50万元以上项目有4376项,实施监理的仅131项,监理面仅为5.25%。综合布线工程近几年随着智能大厦的兴起而发展起来,由于其工程监理需要掌握许多专业知识,加上市场规范力度不足,因此监理面可能更窄。另外,人为因素也干扰着综合布线工程监理工作,无论是法人单位监理,还是工程技术人员监理,都难避开人为因素干扰这张“网”。人的权力越大,职位越高,这张“网”的作用力和影响也就越大。这就是工程建设监理制的“人治”。如何实施科学有效的工程监理工作,这是每一个要上智能大厦项目的单位非常关心的一个问题。罗邦莹先生参与了福建省委办公厅综合布线工程,对于如何实施工程监理有自己的看法。
