吉林省长春市是一个老工业基地,近几年来,随着产业结构的调整,部分企业停工停产,下岗失业人员不断增加,特别是“4050”弱势就业群体人数较多。据统计,截止2002年底,全市“4050”下岗失业人员1.9万人。由于这部分人员年龄偏大,文化程度比较低,再就业十分困难。对此,长春市委、市政府高度重视,把做好“4050”人员再就业工作作为践行“三个代表”重要思想的一件大事来抓,并将其纳入2003年为市民办好12件实事的首要任务,要求全年完成9000名“4050”人员再就业工作目标。经过劳动保障部门和社会各界的共同努力,到今年9月末,全市已安置“4050”人员12739人,完成全年目标任务的141%。其主要特点和做法是:
