《2000～2002年上海卫生信息化实施计划》凸现基础先行、重点突破,为后三年(2003～2005年)的功能性发展奠定了基础。《2003～2005年上海卫生信息化实施计划》确定了今后三年上海卫生信息化建设进行全面推进、快速发展的阶段,即进一步抓好局机关局域网、卫生信息专用网和卫生信息政务网等三网共同构成的全市卫生信息系统物理平台和应用系统建设,建成体系完整、结构合理、高速宽带、互联互通的卫生信息网络系统,全面推进网上应用,实现各应用系统的信息得到最大限度的开发与利用。在网络上运行卫生信息、数据交换等的应用系统主要体现在在三个层面:面向社会的政务资源的开发应用(卫生要闻、政策法规、政务公开、网上办事等政务信息);面向局机关的信息资源的开发应用(医疗服务信息系统、疾病控制报告系统、卫生监督信息系统等);面向基层单位的信息资源的开发应用(医疗信息共享系统、医学信息支持系统、视频会议系统等)。根据《2000～2002年上海卫生信息化实施计划》,三年来已基本完成卫生系统信息专用网络和卫生信息
