针对沿海运输权规制下单一海运企业的轴-辐式海运网络组织问题,综合考虑不同沿海运输权规制对航线设计的影响、多港挂靠组织模式下船舶挂靠港口限制的突破、所有起讫港口之间可能存在的航线集合,构建了一个混合0-1线性规划问题的数学模型,以期达到航线设计与运力配置的总运营成本最小化的目标.利用拉格朗日分解算法进行求解.最后,通过一组算例验证了所设计算法可在适当的时间内得到令人满意的解;仿真结果显示,单一海运企业的总运营成本会因各个国家实施的沿海运输权规制的放开或可利用的船舶容量限制的加大而降低.
In view of the organization of the shaft-spoke seaborne network of a single shipping enterprise under the regulation of coastal transport rights, considering the influence of the regulation of different coastal transport rights on the design of the course, the breakthrough of the restrictions on the port anchored by ships under the organizational mode of multi- A possible mathematic model of mixed 0-1 linear programming is proposed to achieve the goal of minimizing the total operating cost of route design and capacity allocation.The Lagrange decomposition algorithm is used to solve the problem.Finally, The set of examples shows that the algorithm can be satisfactorily solved within a reasonable time. The simulation results show that the total operating cost of a single shipping company may be affected by the liberalization of coastal transport rights or the available ships Capacity constraints increase and decrease.
