专业技术职务评聘工作已在全国展开。关于评、聘问题,是根据聘任指标来确定评定的数额单轨制),还是在已评定的人员中进行聘任(双轨制),这是广大专业技术人员普遍关注的问题。笔者认为:“单轨制”弊多利少,还是“双轨制”好! 一、专业技术职称是对每个专业技术人员学识水平、专业技术和工作能力的评价,而专业技术职务是衡量专业岗位工作职责、权限的标志,这是两种不同性质的范畴,不能混为一谈。一个专业技术人员,符合那个档次的职称是客观存在的,不是主观确定的,因此,在评定专业技术职称时,应按照规定的条件进行评定,不应不顾客观实际,搞“单轨制”,这在理论上是讲不通的,混淆了两个不同性质的概念,实践上必然导致埋没人才,挫伤广大专业技术人员的积极性。二、“单轨制”容易造成单位之间苦乐不均。由于历史的原因和旧的人事制度,造成了单位之间专业人才的不平衡,如有的单位专业技术人才成堆,有的单位又人才紧缺,而现在的聘任指标一般
