第一章总则第一条为促进汽车市场健康发展,维护公平公正的市场秩序,加强对消费者权益的保护,根据国家有关法律、行政法规,制定本办法。第二条在中华人民共和国境内从事汽车销售及相关服务活动,适用本办法。第三条本办法所称汽车,是指由动力驱动,具有四个或四个以上车轮的非轨道承载的车辆,且在境内未办理注册登记的新车。第四条在境内销售汽车的供应商、经销商,应当建立完善的汽车销
Chapter I General Provisions Article 1 These Measures are formulated in accordance with the relevant state laws and administrative regulations in order to promote the healthy development of the automobile market, maintain a fair and equitable market order and strengthen the protection of consumers’ rights and interests. Article 2 These Measures shall apply to engaging in automobile sales and related service activities within the territory of the People’s Republic of China. Article 3 “Automobile” as mentioned in these Measures refers to a non-orbital vehicle that is driven by power and has four or more wheels and that has not been registered in the territory of China. Article 4 The suppliers and distributors that sell automobiles in China shall establish sound automobile sales
