邮票为什么会被称为“国家名片”?这不仅是由于发行它的国家不同,恐怕更主要的是邮票这个广为传播的文化载体,被所有国家用来纪念他们国家历史中的和现时发生的重要事件和人物。这种邮票在全世界都不约而同地被称为“纪念邮票”,成为邮票的一大门类。纪念过去历史上的人与事,没说的,可以预先安排策划、印刷,在纪念日发行。例如我国纪念党的生日、建军节,乃至二千多年前的孔子诞辰,等等,都可以事先印好纪念邮票,按时发行。
