今年的中央经济工作会议再次强调,我国经济工作的首要任务依然是加强农业基础地位、增加农民收入。我们认为,各级政府正确领会中央部署,采取切实措施解决好农业发展、农民增收和农村稳定所面临的突出问题,是实施西部大开发的重要保证。——我国西部经济欠发达,主要在于农村经济的不发达。据统计,反映农村经济实力的各项指标,西部地区都远远低于全国平均水平,比如农村人口人均第一产业增加值是全国的69.3％,西部农村人均消费支出为全国平均值的75％。
This year’s Central Economic Work Conference stressed once again that the primary task of China’s economic work is still to strengthen the basic position of agriculture and increase the incomes of peasants. We believe that all levels of government correctly understand the Central Plains and adopt effective measures to solve outstanding problems in agricultural development, increasing farmers’ incomes and rural stability, which are all important guarantees for the great development of the western region. - The underdeveloped economy in western China mainly lies in the underdeveloped rural economy. According to statistics, all the indicators that reflect the economic strength of rural areas are far below the national average in the western region. For example, the added value of the primary industry per capita of the rural population is 69.3% of the national average while that of the western rural areas is 75% of the national average .
