当前,随着社会主义市场经济的发展和改革的不断深化,国防后备力量建设出现了许多新情况、新问题。在一些单位,依法开展民兵预备役工作的意识不强,党委不管武,企业不问武,专武干部不专武、民兵难习武的问题比较突出。解决这些问题,不仅要进行广泛的宣传教育和采取一些必要的行政手段,更重要的是要尽快建立地方性国防行政执法机构,依法开展民兵预备役工作,这是社会主义市场经济条件下民兵建设的必由之路。 At present, with the development of the socialist market economy and the deepening of the reform, many new situations and new problems have emerged in the building of the national defense reserve forces.
