Over the past 30 years, Japan’s Hiroshima City has done three traffic planning studies. The software used in these studies has been further developed by the departments concerned. In general, the models built for the Hiroshima project have not been used in other regions and lacked information on the use of these software. The objective of this study was to establish a traffic model for the urban area of Hiroshima using EMME / 2 to assess and explore the availability of EMME / 2, including establishing a model for the traffic data of Hiroshima in 1987 and adjusting the EMME / 2 model to 1987 Observed traffic data for reconciliation. The applicability of EMME / 2 is judged by the ease with which the code and model are constructed, the flexibility of use, and the level of error between output and observed data. It can be seen that the results produced by EMME / 2 are comparable with those produced by the Japanese planning model. Several features of EMME / 2, such as a unified database, matrix editor, and valid macro systems, demonstrate that models built with EMME / 2 are more flexible than Japanese models.
