In today’s society, 60% of the information is related to time and positioning. Having independent time and positioning system is not only related to the independence and autonomy of a country but also its influence and dominance. Therefore, more and more countries are developing or applying navigation satellites. Currently, Russia’s “GLONASS” is the most powerful except for the United States “GPS navigation satellite.” GLONASS is deployed by Russia alone. The system requires at least 18 satellites to provide satellite positioning and navigation services throughout Russia. To provide global services, 24 satellites are required to be in orbit. However, just as Russia is completing the deployment of a new round of 24 GLONASS navigation satellites, its original plan has been severely frustrated by the rocket malfunction.
