为解决我国铁路市场化改革中的列车WiFi服务供给问题,提出以实施外包战略为切入点的解决途径,并提供了决策分析与方案选择思路,以保障铁路WiFi服务采用外包模式的顺利进行。为此本文研究得出如下结论 :战略管理水平、经济能力与技术环境是影响列车WiFi服务外包决策的关键因素;在比较三种外包模式的优劣之后,认为合资外包方案可能是目前最适合我国铁路WiFi服务外包的模式;铁路部门需要特别注意WiFi服务外包过程中的风险控制问题。
In order to solve the supply problem of train WiFi service in the reform of railway marketization in our country, this paper puts forward a solution to take outsourcing strategy as an entry point, and provides the ideas of decision analysis and scheme selection so as to ensure smooth operation of outsourcing mode of railway WiFi service. Therefore, this study concluded that the strategic management level, economic ability and technological environment are the key factors affecting the decision-making of train WiFi service outsourcing. After comparing the advantages and disadvantages of the three outsourcing modes, it is considered that the joint venture outsourcing plan may be the most suitable for our country Railway WiFi service outsourcing model; railway departments need to pay special attention to the WiFi service outsourcing in the process of risk control issues.
