在评价一个厂址是否适于建造核设施时,必须考虑下列外部人为事件的潜在危害:飞机坠毁、爆炸以及着火等。如果事件发生的概率等于或大于设计基准概率值,则应确定设计基准事件,保证核设施足够的安全。应用了保守和简单假设的确定论方法,分析评价了对10MW高温气冷堆、200MW核供热堆及20MW军用研究堆等核设施可能有潜在影响的外部人为事件。评价结果表明:在筛选距离值范围内的外部人为事件的潜在源都不会危及厂址的安全,上述反应堆所选的推荐厂址都是适宜的。
In assessing the suitability of a site for the construction of a nuclear facility, the potential hazards of the following external man-made events must be taken into account: the crash, the explosion and the fire. If the probability of occurrence of an event is equal to or greater than the design basis probability value, design basis events should be identified to ensure sufficient safety of nuclear facilities. A deterministic approach using conservative and simple assumptions was applied to analyze and evaluate the external man-made events that could have a potential impact on nuclear facilities such as 10MW high temperature gas cooled reactors, 200MW nuclear reactors and 20MW military research reactors. The results of the evaluation indicate that the potential sources of external man-made events within the screening distance do not jeopardize the safety of the site and the recommended sites selected for the above reactor are suitable.
