《现役军官法》第46条规定,担任正团职职务的军官,平时服现役的最高年龄为50岁。这条规定,有利于发挥正团职军官的聪明才智,调动团以下军官的积极性,减轻地方政府的安置压力,但同时也带来了一些负面影响。一方面,少数正团职干部产生了“悠着干”的想法,思想上不求进步,工作上不求创新,作风上不求自律。另一方面,少数正营职、副团职干部产生了“没盼头”的想法,影响了工作干劲和进取精神。
Article 46 of the Code of Officers on Active Service stipulates that the maximum number of officers who serve as officers in a regimental position during their current service shall be 50 years of age. This provision helps to exert the intelligence of the officers of the regimental army, mobilize the enthusiasm of the officers below the regiment and reduce the pressure of the resettlement of the local government, but at the same time, it has brought some negative effects. On the one hand, a small number of group-level cadres and cadres have created the idea of “doing a good job,” they do not seek progress in their thinking, they do not seek innovation in their work, and do not seek self-discipline in their work style. On the other hand, a small number of government employees and vice regulars and cadres have created the idea of “looking forward to the head,” affecting the work drive and the entrepreneurial spirit.
