Residents’ lack of participation is a major challenge for the construction of urban community culture. In the practice of community culture, self-employed people have always been regarded as the de-cultural groups. However, research has found that self-employed individuals have the same cultural needs as other groups. The difference is that due to the pressure of subsistence, self-employed individuals find it difficult to effectively utilize existing community cultural resources in their daily lives. Self-employed individuals participate in community cultural activities with their own group-specific interests and communication logic. Community culture should focus on the cultural needs of self-employed groups and build a diversified and inclusive public cultural service system.
