随着禽流感的逐步蔓延,面对全球日趋严峻的大流感威胁,人类正在跟时间赛跑,世界卫生组织和一些国家与地区先后纷纷出台有关的准备计划。中国也在2005年9月推出自己的准备预案。然而,世界卫生组织和一些人士都认为,这个世界远远没有为未来的大流感做好充分的准备。那么中国的大流感准备战略是否存在脆弱性问题?如果存在,又该怎么办?文章先对危机、危机管理与危机准备进行了一定的理论分析,而后对大流感危机的风险及基本的准备战略作了探讨,再重点比较美中两个大国各自准备战略的形成过程、风险认知、目标定位、基本原则、框架内容和实施状况,从而发现中国的问题及其原因,而后得出结论并提出有关政策建议。
With the gradual spread of bird flu, the human race is racing against time in the face of the increasingly serious global influenza threat.
