两极格局解体两年。世界在向多极化过渡的大变动中出现了变幻多端、扑朔迷离的局面。西方在冷战后陷入了战后为期最长的经济不景气。与此同时,东亚却表现出蓬勃的经济活力。尽管从俄罗斯到波黑仍然回荡着两极格局崩塌的余震,但长期遭受苦难的中东和南非人民却看到了和平建设的曙光。美国武装干涉索马里的失败,使人们看到了冷战后超级大国军事干预能力的局限。各国人民对世界战争的忧虑减少,对经济状况的关切上升。
The bipolar disintegration of two years. The world has seen a great deal of change in the midst of major changes in its transition to multipolarization. After the Cold War, the West plunged into the longest period of post-war economic recession. At the same time, East Asia has shown its vibrant economic vitality. Although aftershocks with the bipolar collapse still echoes from Russia to Bosnia and Herzegovina, the peoples of the Middle East and South Africa, who have suffered so long, have seen the dawn of peace building. The failure of the U.S. armed intervention in Somalia has seen the limitations of the ability of military intervention in the post-Cold-War superpower. The worries of peoples across the world shrunk and concerns about the state of the economy were on the rise.
