止宁县位于甘肃省东部,属陇东黄土高原沟壑区。是典型的旱作农业县。近年来,在县委、县政府的正确领导和上级业务部门的大力支持下,我们坚持以科技兴农为主线,把绿证培训作为发展农业和农村经济的基础工程始终常抓不懈,从组织上保证,措施上落实,制度上完善,水平上提高,使此项工作由点到面,逐步推开并产生了较大的社会效益。1997年被命名为“全国科技先进县”,科技贡献率达到52％,新技术覆盖面达到95％以上;赢得了社会各界的赞誉和支持。工作上我们的主要做法是:
