国企改革劳心费力,但大家都有一个共同的心愿,那就是一定要把这一关闯过去。在中央定下“抓大放小”的方针后,不少地方开始了国有中小企业的产权改革试点,一时间社会上掀起一阵“国企买卖”热。但出人意料的是,随着时间的推移,国企产权改革中一些深层次的矛盾逐渐暴露,不少以为买下宝贝的国企购买人,现在遇到许多麻烦;而原本以为扔掉了“包袱”的地方政府,现在又不得不将卖出去的产权收回来。国有企业尤其是中小企业究竟可不可以卖?怎么卖?卖给谁?再一次引起了社会各界的热烈讨论。
