抚顺钢厂炼钢车间过去虽然有一个基本操作规程,但却既不完整又不先进,根据这个规程不能够保证产品质量达到部颁标准的要求。分钢种规程非常混乱,车间干部会议、质量会议、周末会议上的临时决定,都成了分钢种规程的来源,结果是临时规程很多,却没有一个法定的规程。如1953年仅滚珠钢就有十几种规程,操作人员不知依据什么操作,监督人员不知依据什么监督,有了健全的基本操作规程以后,就为进一步修打与制订分钢种规程准备了条件。因此在加强技术管理,整顿技术规程时,确定首先修订基本冶炼规程和基本铸造规程。

Therefore, when strengthening technical management and reorganizing technical regulations, it is determined that the basic smelting rules and basic casting rules should be revised first.
