“西部大开发”这一宏伟战略目标,提出已经两年多了,在中央积极财政政策支持拉动下,在广大西部地区的积极响应下,西气东输,西电东送,诸多大型项目纷纷上马,取得辉煌成绩。两年前的“两会”上,西部大开发是提得最多的一个词汇。与会代表、委员纷纷建言献策,句句缁珠。我刊曾以《西进,西进》为题,将代表、委员的高见选萃为一文,得到各界的肯定。两年多的时间过去了,西部大开发早已步入实施阶段,我国业已加入世贸组织,进一步融入经济全球化,国内国际经济形势都发生重大变化。在这个时候,我们怎麽看待西部大开发,代表、委员更是有话要说。今年“两会”,西部大开发虽然不是最热的话题,但代表、委员的建言皆为有的放矢,更有目的性、针对性与实用性,更对西部地区有启示作用。我们这里选摘了八位委员的发言,目的就在於此。 It has been more than two years since the grand strategic goal of “large-scale development of the west” has been proposed. With the positive response from the central government and with the active support of the fiscal policy, with the positive response from the vast western regions, many large-scale projects such as the West-East Gas Pipeline, Launched, made brilliant achievements. On the “two sessions” two years ago, the development of the western region was the most commonly cited term. Participants, members have suggestions, comments. I published a magazine entitled “Westward Advancement and Westward Transition” as its theme, highlighting the highlights of deputies and members as one article and gaining the affirmation of all walks of life. After more than two years have passed, the great development of the western region has already entered the implementation phase. China has already joined the WTO and further integrated itself with economic globalization. Both the domestic and international economic situation have undergone major changes. At this juncture, how do we view the development of the western region? There is more to be said about deputies and commissioners. Although the “two sessions” of this year’s development of the western region are not the hottest topic, the suggestions of representatives and committee members are all targeted, more purposeful, specific and practical, and more of an inspiration to the western region. The purpose of our election here is to elect eight members.
