在市场经济建设过程中,有人认为政府是一个“无为”或者“相对无为”的政府;应是一个“少管事”的政府。因为政府积极有为,就会干预、限制企业的自由。我们认为:市场经济条件下的基层政府应该是个“有所为”、“有所不为”的政府,当务之急是划定“无为”和“有为”的范围
In the process of market economy construction, some people think that the government is a “inaction” or “relatively inaction” government; it should be a “less governing” government. Because the government is active, it will intervene to limit the freedom of enterprises. We think that a grassroot government under a market economy should be a government that “does something” and “does something for nothing.” The top priority is to define the scope of “inaction” and “promising.”
