不同教育制度体系下“基础教育”概念的内涵和外延存在差异。发达国家的基础教育体系指学前教育和初等教育,是满足全体成员基本学习需要的国民素质教育,中学阶段的普通性、学术性和职业性教育则经由分流走向综合。我国基础教育包括学前教育、义务教育和普通高中教育,培养目标应当“守一而望多”,在培养公民基本素质的同时,实现培养公民、升学预备和就业准备的多元整合,成为“提高民族素质、培养各级人才”的“共同的基础教育”。
The connotation and denotation of the concept of “basic education” under different systems of education vary. The basic education system in developed countries refers to preschool education and primary education. It is the national quality education that meets the basic learning needs of all members and the commonality in the secondary school stage. The academic and vocational education is then diversified and integrated. China’s basic education includes pre-school education, compulsory education and ordinary senior high school education.
