土地银行是指主要经营土地存贷及与土地有关的长期信用业务的金融机构.1935年11月,在国民党五全大会上,萧铮等24人联名提出“积极推行本党土地政策案”,周伯敏等27人提出“设立土地银行流通金融复兴经济案”,两案均就设立土地银行的必要性和方式方法作出阐述.会后,财政部整理地方捐税委员会和赋税司、钱币司进行了可行性探讨,认为设立中央土地银行“确为目前急要之图”.1937年5月5日中央执行委员会政治委员会召开第43次会议,议决通过《修正土地法原则》等议案；同年6月25日,立法院第109次院会通过《修正土地法原则》等法规.以下所选文件集中反映了讨论《修正土地法原则》及对于设立土地银行的推进情况.
