温家宝总理在新一届中央政府第一次廉政工作会议上提到,要“加快实行以行政首长为重点的行政问责和绩效管理制度。要把行政不作为、乱作为和严重损害群众利益等行为作为问责重点”。经过几年的实践探索,中国特色的行政问责运行机制虽初步成型,但不足以形成并保持行政问责的长期效应,其具体细节也不成熟不完善,运行中还不时暴露一些问题。
