建立全面经济核算体系,是改善企业经营管理,提高经济效果的一项重要措施。我局在进行全系统扩权试点过程中,把建立全面经济核算体系做为整顿企业的重点来抓。首先,我们对局属企业管理的现状进行了分析,一致认为,水运生产一直实行集中指挥,统一核算,存在着吃“大锅饭”的毛病。近年来虽然实行了分段管理,分级核算,但还没有彻底解决问题,只有用经济办法管理经济,建立全面经济核算体系,才有可能取得较好的经济效果。其次,加强了领导,由主要领导自始至终抓经济核算体系的建立,并抽调骨干力量组成专门班子做日常工作。第三,制定了全面经济核算体系的标准,使各单位有所遵循。第四,根据进度进行了查检验收。经过一年来的努力,基本上建立和健全了全面经济核算体系,取得了明显的经济效果,企业管理水平大大提高,运量上
The establishment of a comprehensive economic accounting system is an important measure to improve the operation and management of enterprises and enhance economic results.
