可就业问题催生了二元贫穷:第一个是与不能找到和维持工作相关的缺乏就业;第二个是与就业不足、缺乏技能和雇主市场的低工资。本文的论据说明劳动力市场越来越大的限制低能的个人进入报酬丰厚的岗位。这个趋势是由三个要素的结合体造成的:第一,技术变化——计算机和信息技术的传播伴随着较低技能工人相对生产力的下降;第二,世界经济一体化——使发达国家和发展中国家贸易产品和服务生产商越来越不想要更低技能的工人;第三,制度变化,解除管制的、社会安全体系较差的劳动力市场实行低工资,因为对有限的工作的竞争压低了较低技能的劳动力价格。
The problem of employability has given birth to dual poverty: the first is lack of employment related to the inability to find and sustain work; the second is the low wages associated with underemployment, lack of skills and employers' markets. The argument in this article shows that the labor market is increasingly confining individuals with low energy to well-paid positions. This trend is caused by a combination of three elements: first, technological change - the spread of computers and information technology accompanied by a decline in the relative productivity of lower skilled workers; secondly, the integration of the world economy - Thirdly, the low-wage labor market with institutional changes, deregulation and social security system has been undermining the competition for limited work Lower labor costs.
