科研管理信息化是推动科技转型发展的重要手段,也是引发科学研究的组织方式和资助模式的变革动力,从国家层面进行顶层设计和规划建设的意义重大。由国家自然科学基金委员会(NSFC)组织开发的科学基金网络信息系统(简称ISIS系统),在科研管理信息化方面进行了积极探索,深入研究ISIS系统的用户应用对于促进我国科研管理信息化发展具有借鉴价值。结合用户应用情况,从系统的界面、属性、流程、功能、决策支持和未来扩展六个方面设计评价指标,对科学基金网络信息系统在满足用户需求情况进行了问卷调查和扎根性深入访谈,运用多层模糊综合评价模型得出评价结论,提出政策建议。
Scientific research management informatization is an important means to promote the development of science and technology transformation as well as the driving force behind the reform of organizational forms and funding models for scientific research. It is of great significance to carry out top-level design and planning and construction at the national level. The Scientific Fund Network Information System (ISIS), developed by the National Natural Science Foundation of China (NSFC), has been actively explored in the field of scientific research management informatization. In-depth study on the application of ISIS system user applications to promote the development of scientific research management informatization in China Learn from the value. According to the application of the user, the evaluation index is designed from six aspects: the interface, attribute, process, function, decision support and future expansion of the system. Questionnaire and root-depth interviews are conducted to meet the users' needs of the NSFIS. The multi-layer fuzzy comprehensive evaluation model draws the conclusion of the evaluation and puts forward the policy suggestion.
