人力资源是一个企业组织的核心资源,企业间竞争的关键也在于人才。我国企业人才战略应考虑企业外部文化环境和内部机制的建立与完善,解决好培养人、留住人、使用人这几个环节的问题。笔者认为,企业应该从以下几个方面建立人力资源的管理和开发战略:(一)开发利用人力资源,转变企业人事部门的工作方式企业人事部门要配备一些高学历、比较精通人力资源理论的人员,不仅仅侧重如何管人,执行十分具体的人事业务,同时也应围绕企业发展战略,把充分发挥每个劳动者的劳动能力和创新能
