From a development perspective, the use of information technology products in developing countries will continue to grow. The pace of development of information technology in developing countries is ahead of all other expected technologies for development. After ten years of development in the information technology revolution, by 2000, the number of developing countries that account for 85% of the world’s population has reached 10% of the total number of Internet users worldwide. Although the majority of developing countries have started relatively slowly, many developing countries are still growing at a faster rate than developed countries (see table) as information technology has increased its funding since the nineties. When the economic situation is unfavorable, the funding for investment slows down. And India in the late 1990s
