为做好1998年度《山东劳动》的征订发行工作,我们制订了“保老户、抓大户、攻难户、找新户、防漏户”的总体工作思路,局里成立了局长任组长,各职能科室负责人为成员的宣传发行领导小组,明确了专人负责。在工作中,突出抓了一个“早”字,即早发动、早部署、早征订。为确保征订任务的完成,我们主要采取了三项措施:一是实行发行工作目标责任制,首先把中央、省市属驻邹单位和市直单位的征订任务分解到各科室,定点定任务完成时限,责任到科室,任务到人头。其次是合理安排各行业、各单位和征订任务。对条件好、潜力大的单位、行业适当多安排,对条件一般、潜力小的则适当加压,逐步挖潜。二是齐抓共
