2004年,国家发改委拟对黄河下游黄河原水价格再次上调,上调幅度是:农业用水4～6月份由1.2分/m~3上调到2.4分/m~3,其它月份由1.0分/m~3上调到2.0分/m~3,拟增长1倍。我们认为上调黄河原水价是不合时宜的,是与国家减免农业税(河南省已全部取消农业税),促进农村经济可持续发展的政策相违背的。黄河原水价的上调,牵一发而动全身,必将影响灌区和农民的生产生活,给当前农业水费的征收工作造成更大
