计算机技术和网络技术的迅猛发展带动 着整个社会的日新月异,也给人们的生产方 式、生活方式和思维方式带来了天翻地覆的变 化。互联网在成为青少年获取知识和信息的重 要渠道之时,也对他们的网络道德素养提出了 新的要求。中国互联网信息中心发布的第十四 次统计报告表明,截止2004年12月30日,我 国上网用户总人数为8700万,其中18岁以下 的未成年人占到总数的17．3％,超过1500多 万人。如何引导未成年人正确地利用网络信息 资源,为其营造健康安全的网络环境,是当前 社会的热点话题,也是事关社会稳定和长远发 展的重大课题。
The rapid development of computer technology and network technology has brought about the ever-changing society as a whole. It has also brought about earth-shaking changes in people’s modes of production, lifestyles and ways of thinking. When the Internet becomes an important channel for teenagers to acquire knowledge and information, the Internet also puts forward new requirements on their network moral accomplishments. The Fourteenth Statistical Report released by China Internet Network Information Center shows that as of December 30, 2004, the total number of Internet users in China was 87 million, of which 17.3% of the total number of minors under 18 accounted for more than 1,500 Tens of thousands. How to guide minors to use network information resources correctly and create a healthy and safe network environment for them is a hot issue in the current society and a major issue concerning social stability and long-term development.
