2017年6月,河南省人民政府印发《河南省水环境质量生态补偿暂行办法》,按照“谁污染、谁赔偿,谁治理、谁受益”原则,在全国首创按月实施生态补偿机制,对18个省辖市、10个省直管县（市）的水环境质量实施生态补偿,并将《办法》作为河南省全面推行河长制工作的一项重要制度，纳入执行和考核。
