城市规划是城市建设发展的龙头,是城市化进程中具前瞻性与战略性的工作,而地质环境则是城市生存与发展的重要依托;同时,地质环境具有灾害的属性,对地质条件认识不清或对地质环境开发利用不当,便有可能导致城市环境空间的稳定性趋于恶化,诱发或加剧城市的地质灾害。随着城市化进程步伐的加快,城市地质环境问题也日渐凸显并成为制约城市可持续发展的影响因素之一,作为城市地质工作基础性、超前性与服务性的重要体现,应密切结合城市规划建设,有针对性的开展规划建设项目选址决策地质影响要素指标体系研究是迫切的,也是城市规划建设项目选址重要的工作范畴之一;本文从城市规划建设项目的特点入手,对其所依赖的主要地质要素进行了深入分析,进而指出了在地质体上进行城市规划建设尤其是大型建设项目的前期规划选址是必须在充分研究其特定的地质要素前提下进行的。文中以天津市为例的进行的分析对类似地区的城市规划建设会有所帮助。
Urban planning is the leading factor in urban construction and development and a forward-looking and strategic task in the process of urbanization. Geological environment is an important support for urban survival and development. Meanwhile, geological environment has the property of disaster and does not recognize the geological conditions. Clear or improper development and utilization of the geological environment may lead to the deterioration of the stability of the urban environmental space and induce or exacerbate the geological disasters in the cities. As the pace of urbanization accelerates, the problem of urban geological environment becomes more and more prominent and becomes one of the factors that constrain the sustainable development of cities. As an important manifestation of the basic, advanced and service characteristics of urban geological work, urban geological environment should be closely integrated with urban planning Construction, targeted to carry out planning and construction project site selection decision index system of geological impact factors is urgent, but also the city planning and construction site selection of an important area of work; this paper starts from the characteristics of urban planning and construction projects, It also points out that the pre-planning and site selection of urban planning and construction in geological body, especially for large-scale construction projects, must be conducted under the premise of fully studying its specific geological elements. The analysis of Tianjin in this paper can be helpful to the urban planning and construction in similar areas.
