1 做好改企建制准备工作1.1 继续协调落实勘察设计企业收费标准、财务管理办法和会计科目、税收若干规定及改企建制实施办法等配套措施。1.2 抓好现代企业制度试点,确定15～20个单位,由建设部组织试点并召开试点单位座谈会,制定实施方案,逐步运行。1.3 深入开展“转机制、练内功、抓管理、上水平”活动,争取尽快达到四项指标。1.4 组织交流改企建制的信息和经验,促使各勘察设计单位制订好改企建制的规划和实施方案。
1 Preparing to reform the enterprise establishment system 1.1 Continue to coordinate the implementation of surveying and designing enterprises’ charging standards, financial management methods and accounting items, certain taxation provisions, and the implementation of measures to reform the enterprise organization system. 1.2 Grasp the pilot of the modern enterprise system, and determine 15 to 20 units. The Ministry of Construction will organize trials and hold pilot unit seminars, formulate implementation plans, and gradually operate. 1.3 Carry out in-depth activities of “transforming mechanisms, training internal skills, grasping management, and improving the level” and strive to achieve the four indicators as soon as possible. 1.4 Organize exchanges of information and experience in reforming the enterprise establishment system, prompting survey and design organizations to formulate planning and implementation plans for the reform of the enterprise system.
