我们厂原来实行的是集权管理体制。实践证明,这种管理体制弊病很多:一是车间管生产,厂部管经营,造成生产和经营脱节;二是人财物、产供销集中于厂部,统得过死,上急下不急;三是管理跨度大,运行机制欠灵活;四是责权利不能有机结合,积极性受压抑。为了消除上述弊端,增强企业活力,1985年我们在“统一领导,分级管理,自主经营,利润承包,增利分成,统筹规划,共同发展”的原则指导下,实行以下几方面的改革。一、按照有利于搞活生产、流通和经营的原则,考虑产品和工艺的特点,设置了染织分厂、羊毛衫分厂、制线分厂和机械修造
Our factory originally implemented a centralized management system. Practice has proved that this kind of management system has a lot of drawbacks: First, workshop management, plant division management, resulting in disjointed production and management; Second, people’s property, production, supply and marketing are concentrated in the plant department, the system is too dead, and it is not urgent; Third, there is a large management span, and the operating mechanism is not flexible. Fourth, the responsibilities and rights cannot be organically combined and the enthusiasm is repressed. In order to eliminate the above drawbacks and enhance the vitality of enterprises, we implemented the following reforms under the guidance of the principle of “Unified leadership, management at different levels, independent management, profit contracting, increased profit sharing, overall planning, and common development” in 1985. First, in accordance with the principle of facilitating production, circulation, and management, taking into account the characteristics of products and processes, we have set up a dyeing and weaving branch, a sweater branch, a branch factory, and mechanical construction.
