1994年7月3日上午,湖南省常德市德山开发区龙甲山派出所干警车继开和一位同事驾驶一辆三轮摩托车进城(武陵区)办事。约9点30分,他们将车停在常德市邮电局营业大厅外,两人进入大厅交电话费,不慎将装有一支“五四”手枪连同八发子弹的腰包遗忘在摩托车的车斗内。营业大厅里,交电话费的队伍排得不算长,前后不过十来分钟的时间,他们办好了交费手续,这才猛地想起装着手枪的腰包遗忘在车斗内了。两人心急火燎地跑回摩托车边一看,腰包已不翼而飞。两人询问附近摆摊设点的数名群众,因为各自的注意力都集中在招揽生意上面,谁也没有发觉什么情况。两人赶紧到城南派出所报了案。
