改革开放以来,医院在政策允许的范围内建立了奖金和业余、超额提成制度,对调动职工积极性,提高工作效率和服务质量起到了一定作用。但是面对社会主义市场经济体制的建立,医疗市场存在及其竞争格局的形成,如何充分发挥奖金的杠杆作用,体现奖金的实质,是我们深化改革中必须积极探索的一个重要课题。我院试行“综合指标积分分配法”,从坚持公平和注重效率方面进行了探索,收到了初步效果。现将这种方法简述如下:
Since the reform and opening up, hospitals have established a system of bonuses and amateur and excess commissions within the scope of policy, which has played a role in mobilizing the enthusiasm of employees and improving work efficiency and service quality. However, facing the establishment of the socialist market economic system, the existence of the medical market and the formation of its competitive landscape, how to make full use of the leverage of bonuses and the essence of bonuses is an important issue that we must actively explore in deepening reforms. The Institute’s “integrated index points distribution method” was piloted in the Institute and explored from the perspective of adhering to fairness and efficiency, and received initial results.
