建立以考评为主要环节的勤政激励机制是实施科学管理的重要手段。如何发挥考核的奖惩激励作用,体现考核的公正性、合理性,主要取决于考核方法的正确运用。盐城市卫生防疫站1991年开始逐步加大在人事、分配等制度的改革,并配套制定了站对科及岗位缺陷考评办法,本文重点回顾1994~1996年该站缺陷考评的实践,对其效果进行评价并提出完善措施。
Establishing a diligent government incentive mechanism with the assessment as the main link is an important means of implementing scientific management. How to give play to the rewards, punishments, and incentives of assessments to reflect the fairness and reasonableness of assessments depends mainly on the correct application of assessment methods. In 1991, the Yancheng Sanitation and Anti-epidemic Station began to gradually increase reforms in the personnel and distribution systems, and formulated measures for the evaluation of station-to-parties and post-defects. This article focuses on reviewing the practice of the station’s defect assessment from 1994 to 1996. Conduct evaluations and propose improvements.
