北京四中院成立一年以来,牢牢把握跨区法院定位,探索构建扁平化管理模式,优化配置各类审判资源,健全完善责权利一体化机制。完善三类人员考核评价体系,突出强化法官主体地位,调整转变院庭长行权方式。四中院不断探索创新,认真落实中共中央、最高人民法院关于跨行政区划法院的各项改革部署,认真开展试点,扎实推进各项工作,初步实现了运行平稳、开局良好的改革初衷。
Since its establishment one year ago, the Fourth Central Court of Beijing has firmly grasped the position of cross-district courts, explored and established a flat management model, optimized the allocation of various types of trial resources and perfected the integration mechanism of responsibilities, rights and interests. Improve the assessment and evaluation system of three categories of personnel, highlighting the main body to enhance the status of judges, changing the power of the president of the transfer of power. Fourth Intermediate People’s Court continued to explore and innovate. The CPC Central Committee and the Supreme People’s Court conscientiously implemented various reforms and arrangements of the inter-administrative divisions and courts, earnestly conducted pilot projects and steadfastly promoted various tasks, initially realizing a steady reform and a good start to the reform.
