目前,一场企业改制的攻坚战在全国已全面打响。民政福利企业如何能跟得上形势,顺利完成企业改制任务?这是一个颇值得研究和探讨的问题。笔者根据福利企业的复杂性、特殊性,结合江苏省射阳县的实际情况,提出一些粗浅的看法。射阳县共有福利企业43家,其中县属6家,乡镇37家、累计安置残疾职工895名。1997年实现产值1亿元,完成销售8000万元,创利税560万元,返还税金250万元。为了搞好福利企业改制工作,从去年下半年起,我们组织专门班子对全县福利企业运行状况进行了调查。鉴于社会福利企业的特殊
At present, the storming battle of a restructuring of enterprises has started all over the country. How can civil welfare enterprises keep pace with the situation and successfully complete the task of enterprise restructuring? This is a question that deserves research and discussion. According to the complexity and particularity of welfare enterprises, the author puts forward some superficial opinions based on the actual situation in Sheyang County, Jiangsu Province. Sheyang County, a total of 43 welfare enterprises, of which 6 counties, townships 37, a total of 895 placement of disabled workers. In 1997 the output value of 100 million yuan, the completion of sales of 80 million yuan, profits and taxes 5600000 yuan, tax return 2500000 yuan. In order to improve the restructuring of welfare enterprises, from the second half of last year, we organized a special team to conduct a survey of the welfare of the county enterprises. Given the special social welfare enterprises
