事业单位改革是一项复杂的工程。这不仅仅是因为事业单位千差万别,既有公益性的,又有产业性的,既有继续保留事业性质的,又有转制或改制为企业的;而且因为大多数事业单位涉及的人员是高学历、高文化的人,人是社会事业发展的宝贵财富,人的问题处理不当,事业单位改革便会失去动力
