道路交通事故处理是一项涉及社会、法律、政治、工程、科学技术等方面的复杂工作,直接涉及社会安定和政府在公众中的声誉,影响到整个社会的方方面面。伴随着现代科技的高速发展,人工智能系统为道路交通事故处理提供了一种十分有用的现代科学技术手段。 一、我国目前交通事故处理的现状 近年来,尽管我国在事故处理方面已有了很大改进,实行统一归口管理、法规得到了不断完善,但整体管理水平与国外相比差距仍较大。目前还沿用传统的人工处理事故方法,通过口问、眼看、耳听、手记等方式勘查现场、收集证据,分析事故的发生过程,找出事故原因,确定事故当事人的违章行为,认定事故的责任大小。由于人员素质、经验、知识水平和掌握的材料不同,对有关法规的理解不同,致使处理上容易产生差异。这样,责任认定缺乏权威性,使事故的调解（损害赔偿）难度较大,常常在解决老问题的同时,又带来了一系列的新问题。
The handling of road traffic accidents is a complicated work involving social, legal, political, engineering, science and technology. It directly involves the stability of society and the reputation of the government in the public and affects all aspects of society as a whole. With the rapid development of modern science and technology, artificial intelligence system provides a very useful modern science and technology means for road traffic accidents. I. Current Situation of Traffic Accident Treatment in China In recent years, despite the great improvement in accident handling in our country and the unified centralized management, laws and regulations have been continuously improved. However, the overall management level is still far behind that of other countries. At present, the traditional methods of manual handling of accidents are also adopted to survey the site through oral interviews, seeing through ears, listening to notes and other means, collect evidence, analyze the occurrence process of the accident, find out the cause of the accident, determine the illegal behaviors of the accident parties and determine the responsibility of the accident size. Due to the different qualities of staff, experience, knowledge and mastered materials, different understandings of the relevant laws and regulations result in easy handling of discrepancies. In this way, the lack of authority to identify the responsibility to make the accident more difficult to mediate (damages), often in solving the old problems, it also brings a series of new problems.
