中国国有企业改革经过长时间的徘徊之后,终于在去年中共十四届五中全会上找到了战略调整的突破口:“抓住关键少数放开一般多数”。在中央最初提出上述思路时,经济界人士的兴奋点是反映在“抓关键的少数”上,即“抓大”。但随着国有企业运行情况的日益恶化,人们对“放小”重要性和迫切性的认识越来越强化。因此,尽管去年企业改革的重点是国有骨干大型企业,但相比之下,舆论对加快中小企业改革的呼声却高过前者。在经过了近一年的权衡、迟疑以至激烈的争论之后,去年还仅停留在呼声上的“放小”从今年五、六月份开始终于进入全面推进阶段,“放小”成了1996年中国改革的一出重头戏。
After a long period of ambiguity, China’s state-owned enterprise reforms finally found a breakthrough in strategic adjustment at the Fifth Plenary Session of the 14th Central Committee of the Communist Party of China last year: “Catch the key few to let go of the general majority.” When the central government initially proposed the above-mentioned thinking, the excitement of people in the economic circles is reflected in the “mind of the key,” namely, “grasping the big.” However, with the deteriorating performance of state-owned enterprises, people’s understanding of the importance and urgency of “reducing the value” has become more and more intensified. Therefore, despite the fact that the focus of enterprise reform last year was on large-scale state-owned enterprises, in contrast, the voice of public opinion on accelerating the reform of SMEs is higher than the former. After nearly a year’s trade-offs, hesitations, and even fierce debates, last year’s “small release” that only stayed on the pitch has finally entered the stage of full-scale promotion from May and June of this year. In 1996, China’s reforms came to the fore.
