财政监督是财政的一项重要职能，并且为财政其他职能的实现提供有效的保证。财政监督工作和机构是否独立．直接影响到财政监督作用的实现。但现实中还存在诸多问题和因素在弱化财政监督机构和工作的独立性。因此，有必要就如何保持财政监督工作和机构的独立性问题进行探讨和研究。
