实践证明,国有企业改制为国有资源的重新配置、盘活、社会集资以及产权明晰等方面起到了积极的作用。但是,国有股份制企业要在激烈的市场竞争中得以生存和发展,关键是要建立一套激励的经营责任机制。建立科学的经营责任机制是改制国有企业的根本目的,也是现代企业制度的基本内容。建立国有股份制企业经营责任机制,首先应建立和完善国有企业经营管理者个人责任机制。经营管理者的个人责任机制是股份制企业经营责任机制的核心部分。
Practice has proved that the restructuring of state-owned enterprises has played a positive role in the reallocation and activation of state-owned resources, social fund-raising and property rights clarification. However, the key to the survival and development of state-owned joint-stock enterprises in the fierce market competition is to set up a set of motivational management responsibility mechanisms. The establishment of a scientific management responsibility system is the fundamental purpose of restructuring state-owned enterprises, but also the basic content of the modern enterprise system. To establish a responsibility system for the management of state-owned joint-stock enterprises, we should first establish and improve the individual responsibility system for managers and managers of state-owned enterprises. The personal responsibility mechanism of managers is the core part of the responsibility system of joint-stock enterprises.
